    They do look healthy and Feb is a long time ago. Maybe the stuff you are feeding encourages more leaves rather than fruit? They look like they might be getting flower buds at the very top? Just recently it hasn't been terribly warm, maybe that too?

    Ours are in a greenhouse border and were sown late end of April, the one fruiting is a sweet pepper but the other is a jalapeno that was a bit of a runt but the only seedling survivor!

    Chillies don't mind being treated mean, but they do like sunshine and heat.
