No broccoli stems

I have 2 large purple sprouting brocoli plants. One has given brocoli but this one hasn't. Shall I wait longer or is that it?

If it hasn't produced any flowering stems yet, wait, because it should flower before it dies. There is a main bud which should produce a large shoot, and the little buds in the leaf joints should produce smaller sideshoots.
