Hi Farmer John, as someone has already mentioned they may have been sown too early.
Avoid too early a sowing unless you can give them some serious indoor attention, exhibition style.
Mid to end of february should be soon enough.
I stopped trying to grow big leeks some time ago, now just aiming for a large quantity of small, but very tasty, leeks.
