do the bags need covering when the plants have not yet shot up - i.e. tatties still under the earth

As far as I am aware its the foilage we need to be protecting from the frost. I may well be wrong though
You could put plastic over the top of the bag and it would speed up the growth and help protect from frost. Yes you must not let the foliage get frosted or leave exposed potatoes open to frost.
