if they are in the ground don't bother ... if in tubs ... before they dry out ... over watering encourages shorter roots ... if they are on the dry side they have to make deeper roots to get to the water, therefore stronger plants
if you have seedlings, don't let them dry out or they will wilt..... and best to water when theres not direct sunlight, as the water evaporates and can burn the leaves.
It depends where your veg is. If it is outside in a veg plot then until it shows signs of wilting I wouldn't bother. Undercover the best time is morning and early evening. This will give the plants a chance to take up the water and avoids the likelihood of scorch from the sun.
Some say it is not a good idea to water peppers and chillis late in the day as they dont like cold damp feet at night.
Mine always get watered in the evening as it's the only time I have the time to do it in the week and as long as you don't leave them soggy then they'll be fine and you'll have the advantage that the water won't evaporate during the heat of the day.
