Well look at the plants growing in them is the obvious answer. But it all depends on what you're growing because chillis will like it dryish whereas tomatoes can handle it sopping wet. The easiest way it to just feel the compost and make your own judgement. If you do overwater they are normally perforated so the excess will drain out.

It’s not uncommon for a gro-bag (when used in greenhouse etc) to remain moist at the top and can be bone dry below, so knowing how much & how often it’s been watered also helps. This proves more difficult when more than one person in the house takes on this role
Naturally you want to water before the plant itself provides the clues
If practical, the weight is a dead giveaway too
