I've been talking to some local farmers who grow potato and they say that scab is caused by a soil bacteria called streptomyces.

They deal with this by keeping the soil wet which means irrigating in dry conditions. This promotes the soil microbes that suppress streptomyces and therefore prevent scab.

I also found that the potatoes I grew with mycorrhizal fungi had no sign of scab whereas I had a small amount on the untreated plants.
