I sowed some onion seeds 4 weeks ago into individual modules. The seedlings are coming along nicely, they're 3-4 inches tall. When, if at all, should I transplant them into larger modules??? Also how do I do this without damaging the plants as they do look rather fragile??

I don't personally transplant into modules, only to transplant into their final positions. I just transplant when about 5-6 inches tall into final position.
The reason is as stated, they are rather fragile. So, let them grow better roots and move them once only.

Yes, but leeks usually go in much later than onions anyway.
What I do with those is to find a corner and plant them out as a module rather than split them. then, when they go into their final positions, dig up the ones you need and just transplant them.
