can turf be laid on top of compacted clay or will it need a top dressing of top soil

It's going to be hard for the turf roots to penetrate compacted clay. It's best to do a proper job and get the bed in optimum condition, So a top soil is recommended. Maybe you should try and break up the clay surface too.

Our daughter has clay soil and they recently laid some turf virtually straight on top. Despite a lot of water it hasn't taken very well
