Could it be, given the similarity of the comments above, that elephant garlic naturally tends to be slow to sprout?

My elephant garlic last year took a very long time to show up, it made up for it in the end though and grew very big very quickly.Noob Gardening Blog http://bintgarden.blogspot.com updated 15th January

One of the allotments in town has a charity attached to it, and they sell their produce. Last summer I got three elephant garlics heads for 50p each, so I saved two full heads to sow. I planted the bulbs in November, and they've clearly rooted, but no sign of green yet.
That being said, the directions I've read said to keep the tops sticking out of the ground, and I've heard since that they should be completely covered. I'm not sure if I should bury them completely now or not (they're in a big pot for now, so it's easily done).

They are up the smallest bit of green is showing at the top of each one

My garlic still not showing green but it is very well rooted now so looks like it was just the early onset of winter causing me problems. My overwintering onions are now rooted and shooted so that is another hopeful sign. It's almost February and I still haven't turned a spde in my plots this year though. All good apart from Elephant
I purchased a mixed garlic pack from The Garlic Farm IOW. All show growth (some 20cms tall) apart from the elephant garlic and the company have sent me 4 replacement bulbs. I have planted most in recycling boxes and seem to be doing well but this is the first time I have grown garlic from dedicated garlic cloves as opposed to supermarket bulbs. I started planting in October and also planted some more in last couple of weeks from a local shop which have already started to poke through. According to the IOW company garlic needs frost to turn the clove into bulbs so fingers crossed we get some late frosts!! which I hope won't be detrimental to other things I am trying to get started early. I'm never happy!
