If they don't have any foliage, they'll probably be fine.

I'm clearing an old bit of ground and just dug up 3 kilos of big spuds that have been in the ground for ... gosh, nearly a year

(They hadn't started sprouting yet, which tells me the soil is still too cold for planting)

If they are still underground (i.e. no sprouts / leaves above the surface) they will be fine

You shouldn't use the manure on top - leave it to keep rotting as it will be great for your ground come Autumn.
Alternatively if you plant your spuds quite deeply the potatoes form far enough below ground that you don't have a problem with the light getting to them and that added to the shade from the greenery means that you only get the odd green one (which you can throw) even without earthing up - am all for avoiding jobs I've not found necessary.

Some of us live in the past, always talking about back then. Some of us live in the future, always planning what we are going to do. And, then there are those, who neither look behind or ahead, but just enjoy the moment of right now.

Which one are you and is it how you want to be?
