According to HMRC (it's a google doc preview of pdf)
"Within the EU, you can bring in any plant products - as long as they are grown in an EU country, are free from pests and diseases and are for your own consumption"
Excludes potatoes, but seems to include up to 5 plants.
If I saw one for sale I'd buy a Perennial Kale plant, Chou Daubenton. Apparently pigeons don't like them, and they crop for ever.

I've just got back from Turkey and they just don't seem to sell seeds in the same way as we do. I spied a broader and darker 'greek' basil type plant amongst his herb beds but he said he just got the plants at the beginning of the year and couldn't get seeds. Shame as it looked lovely and the smell was fantastic.Fantasy reminds us that the soul is sane but the universe is wild and full of marvels
