What to follow over-wintered Onions and garlic

My onions have flopped but only are only brown at the very tips is this bad or are they ready to be harvested and dryed ?

I follow my onions & garlic with winter veg; PSB, kale, calebrese & cabbages. Probably not the best for rotation rules but my rotation is based on timing for planting/harvest more than anything.

Have you had a lot of rain last week or so?
I noticed a pattern when we had heavy rain the onions would kinda flop over in defeat trying to play dead no doubt, when the weather got nice they perked up again.
