Are you sure they're dwarf beans? Cobra are a climbing variety so far as I'm aware, so if they pick up, you may need to put some canes in for them to climb up.
I'd say it's worth giving them a feed - lots of rain does sometimes mean all the nutrients have been washed out of the soil. I fed all my beans and peas with chicken manure pellets, which are high in nitrogen and therefore good for promoting leafy growth. The plants still don't look as healthy as I'd like, but they've improved on what they looked like before I fed them...
My first sowing of dwarf beans 'Stanley' look like that, they do, finally, have a few beans forming.
My second sowing are much greener.
I've also tried two sowings of Jamie Oliver dwarf beans 'Polka', one outdoors, then one indoors. I've only had about 60% germination, and all but 1 have come up with deformed looking leaves.
my climbing french beans are only just starting to creep up the canes after sitting sulking for weeks. runners were also dozy but have now topped the canes, a mass of flowers and setting beans... so dont dispare. i keep chucking a handful of growmore before it rains... on my 4 lorry load so far...............

My dwarf beans never germinated. I've just replaced them with some celeriac that I needed to get out of their modules.
Seven out of direct sown 12 Trail of Tears came up and look very much like your beans. I'm hoping that they are just sulking and will perk up. If they don't then I'll replace with something else so that I at least get a crop of something from that patch.
Whether its colder or wetter this year I don't know. There's certainly a lack of sunshine which these fella's thrive on so I reckon they are a bit like me 'SAD

I have always had Cobras and they are are definite climbers so if they start to go whoosh, be ready with the canes. they'll hit 6-8ft quite happily.
Mine are very much looking like yours, 6-10 inches high. Last couple of years they have cropped very prloli ... prolifiky ... profical... a lot!! I'm putting it very much down to cooler temps and very, very little sunshine.
Runner and broad beans have done very well so far, but the frenchies/climbers are not liking this weather at all.
