As to heat, it depends on lots of things: climate, feeding regime, watering etc. Even different fruits on the same plant can have different heats. The tip of a chilli is the coolest, gaining heat as you go up to the shoulder (where it joins the stem).
Green ones, as Chris says, aren't ripe and don't have the heat.
