Sounds like over watering. Would be worth tipping one out of it's pot and looking at the roots. They should be white. If they are brown then they have rotted off. You could carefully shake off the old compost, repot in some fresh and hope for the best. Another root problem could be something eating the roots, such as vine weevil larvae, but I've never had them in peppers before.
