I don't know what it is with beetroot but I have never been able to get any to grow roots that either don't form or bolt.The bolthardy variety does indeed bolt which makes the name a bit of a joke. Then I get the beet leaf miner so have to cover them. In a very small garden this is impractical but I have managed it just. I had decent beets about 4 years ago but never been able to get them again, a lot of the plants stay small and hardly put on any growth.

Covering beet won't stop the leaf miner, and will reduce the light available to the plants. Just pick off and dispose of affected leaves. (Or leave them - they don't actually do much damage to the plants).
Any beetroot will bolt if it's too hot and dry.
Do you use any manure or other compost / feed in your garden?
