I think you could use it for plants which don't mind drier conditions such as sedums or house leeks. I guess cut and come again lettuce, which won't be in long, might work. Would look good planted as a chequer board of different colours.

Stopped by the plot on way for a massage and this sight greeted me, was very upsetting . We had 100 mile am hour winds the other night and this was the damage. I text a pic to a fellow plot holder (Helen) who text to say she would call by in 30 mins but whilst I had a massage I met her as agreed afterwards and she had gone whilst I was away and reattached the doors. I couldn't get over her kindness.

How upsetting, there just seems to be no let up. I just keep thinking there are people far worse off. Glad you had someone to help you out. Been to my allotment this afternoon and my fruit cage is a very funny shape even though I added bracing bars.
As far as your dahlias are concerned you need to pot them up into pots of compost with the old stem pointing up. They need to be warm and moist, but not too wet, and new shoots will start to grow. You can use these shoots as cuttings or just let them grow. Can be planted outside when all frost has gone. End of May for you?

Are they in a bunch with an old stalk in the middle, or separate tubers. The latter I'd guess. In that case lay them flat and cover with a little compost. Whereever the shoots come from will be the top and you could replant them more vertically later.
