Attached is a picture of the raised bed I set up in October, at which time I laid cardboard down and then just put some fresh manure on. As you can see, there are still some "big jobbies" laying on the top but the ones below appear to have composted down. What could I set in this bed, if anything?

Looks like its still pretty fresh - I would recommend some patience, seedlings for instance will find that a bit too much I would think.
I did similar a last year - muck was not too old and I left it on top of one (no space on the poo pile) and when I went back it was like your looks now.
I turned it over - wit ha fork to incorporate the muck into the soil underneath and soaked. Did so again a month or so later and once frosts had passed I put three vegetable spaghetti plants in there.
They loved it - got over 60 rugby ball sized fruits from the one bed - couldnt give it away !!!!

I would just dig it over. From oct to now, you should be more than fine.Never test the depth of the water with both feet
The only reason people get lost in thought is because it's unfamiliar territory....
