If you have tiny tomatoes which never grow any bigger, they probably haven't been pollinated. I find this happens sometimes on my indoor plants - I try to pollinate every flower by rubbing the centre with my finger, but sometimes I miss one. Some of these fall off, but others just form small hard green tomatoes a couple of millimetres across, which eventually turn brown.
