Just chop them off! Some people think they make no difference to the bulb if you leave them on until they get a little bigger and use as scapes.Though I just cut mine off as soon as I see them.
Yes they are scapes but IMO if you leave them to grow they will put more energy into the flower rather than the bulb although other gardeners have a different opinion!.
Eat them, they are lovely brushed with olive oil and grilled or sautéed in butter or in a cheese sauce with leeks.i'm told they take goodness from the bulb if left to flower but I can't resist eating them except for a couple I leave just for the fabulous flowers.
I stopped growing ordinary garlic 2 years ago as I find the elephant garlic easier to grow and prepare as well as having a milder flavour. Have about 100 growing at the moment!

I tend to take them off as thought they took energy from the bulb forming.i like elephant garlic because it looks fab at the local village show. It is a type of leek though

Onions, leeks, garlic - all the same family .
Flat leaves = garlic or leeks, round, hollow leaves = onions.
