Also cut off the top couple of inches and stand it in water until you see roots then pot them on and you've doubled your plants. plus the remaining plant grows bushier.
When grown in pots basil likes a lot of room to expand, more than you might think. Your pot is too small, try a larger one - three or four times as large at a minimum. Water in the morning and only when the soil is part dried out.
Clear away all the rotting leaves from the base and perhaps thin to allow three plants to grow on. I don't think they'll transplant well at this stage, so use the leaves. Put in the sunniest spot you've got and allow to dry out between watering. Water from the bottom and allow to drain. When they are feeling a bit better cut back by about half and they will produce some side shoots.
