You can harvest them whenever you think that they are big enough for use but if you want to store them (and I still think this is far more relevant for spring sown ones) you need them to fully dry out before storage and it's best for the leaves to die down for that in my experience. I've usually pulled some for immediate use before them through as I've needed them for tea
