My onions are beginning to get to a decent size and i feel too much of them is out of the ground, do i pull soil up to cover the bulb.

Quite the reverse, they are best on the surface - lets the bulb ripen in the sun. Some growers even like to ease up the bulb a little as they come good. (normally after bending down leaves)
I feed lots of things with chicken poo pellets. It's a good all round grub for plants and is disintegrates and incorporates well into the soild with a bit of rain (if you're lucky enough to get any - we haven't for ages!) or watering. However, I don't usually find onoins need a lot of feeding.
