^^^^ What Will said. Eventually you can pick them and put them in a dark medium warm cupboard and they will keep turning red. You can be eating fresh tomatoes at Christmas this way. I think they are a bit disappointing ripened this way and prefer to use them in green tomato recipes - there are plenty on the forum.
The OP was asking about peppers though . Peppers (and toms for that matter) can ripen very suddenly but it can depend on the variety. Both have got quite a bit of time round here to redden (or whatever their final colour is meant to be) but if you grow outside or are further north that might not be the case.
