Another 7 of them have come through this morning which I'm just about to transplant into newspaper rolls right now.

Parsnip germination with good results

I always hear that parsnip is a difficult crop to grow because of low germination rates but never had a problem with them.
I do direct sowing early in the season, say late Feb, sowing in rows a bit too near to each other in case not all of them germinate. But I always have to thin them out so I assume most of them do.
And once they keep going they are pretty low-maintenance!
