I can acquire a supply of old horse manure, well aged plenty of worms in it, as I have problems digging could I spread it over the soil and hoe it in then plant onion sets into it?

Yes, get on with it as soon as you can. I spread my bed 2 weeks ago and will plant the sets about Easter time. -
