Could try covering them with plastic, I've sure I'veread here on the vine a tip about placing a plank of wood over parsnip seeds to help them germinate so maybe try that way.
I make a dip in the soil, water it really well and then sow. Cover over and then never water again. If the soil is nice and wet below the seed you don't really need to keep watering, they will germinate fine. If you're in pots though it's a totally different scenario.
Some of us live in the past, always talking about back then. Some of us live in the future, always planning what we are going to do. And, then there are those, who neither look behind or ahead, but just enjoy the moment of right now.
I think some one said also said make the drill a bit deeper, put a thin layer of MPC in the bottom and then the carrot seeds and then cover with a little bit more MPC. Think the MPC keeps the moisture a bit better than just soil.
