Mulching and rain query

Just a quick one...

Heavy rain is forecast for the southeast later today.

I plan to do some mulching today with manure. Is it better to do this before the rain comes or after ie. tomorrow? Soil is dry'ish right now.

I'd wait till tomorrow, and lock in all that moisture!
