I sowed 2 lots of peppers (not chillies) this year, one in mid January and the other in late February. They were the same variety (Snackbite Orange), in the same sized pots, compost etc, and kept in the same room under the same set of grow lights. By the beginning of April there was little difference in size, and by mid April the later sown plants were significantly bigger. The later sown plants fruited earlier and prooduced more fruit per plant than the January sown plants. All were grown on the same south facing windowsill from mid-May.
I think you would be better to wait until next year to sow your seeds.
