I have had a cat for the last 12 years and I am telling you, you need to be one step shead of them all the time.
The minute I dig the soil I cover it with wire raised up a couple of inches higher.
When I plant out seedlings I put prunings from bushes in between. It looks unsightly but I have been successful .
The other thing to do is fill up a pot snd put it in a nice sunny position in the garden and the cat will soon discover it snd make his own of it.

And when your back stops aching,
And your hands begin to harden.
You will find yourself a partner,
In the glory of the garden.
