I currently have about 70 onion plants in 2 inch pots which are in John Innes No.1. Should I pot them up into 3 inch pots in John Innes No.3 or should I now plant these out into the allotment? The roots are just about showing out the bottom of the pots

I'm not a big expert on this but they are still quite small. I would leave them in those pots for another few weeks then plant them out when the weather is a bit warmer. They might appreciate a weak liquid feed soon.
I expect a proper expert will be along soon.

Sorry Mark, same happened with my onions when my PT got destroyed, but mine were a couple months old so i have cut them right back and they are now sat in the garden, better than binning them and might get something.I grow 70% for us and 30% for the snails, then the neighbours eats them
