Garlic - when half the foliage has died down, probably July some time.
Onions - start when they are big enough to use in the kitchen, finish when the foliage dies down at the end of Summer, say mid / late September depending on where you are.

With garlic towards the mid-end of July they will start to have a lean on them. If you wait until they've flopped over, it's too late as they will have started to split open and won't store as well. Onions will flop over when they are done, but as Martin said, you can eat them when big enough, but if you want to store them, wait until they've flopped and dried out.
