Not wishing to appear to contradict the man with the big hands, I would dig up the rhubarb root at the end of October and leave lying on the ground until February. In the meantime dig a number of pits in the ground; same as the number of "off cuts" you expect. It might be a bit hard to dig in February. Then plant the split roots with much manure and BFB and leave well alone for at least 12 months.
I have heard that a good frosting does the plant good. I have also been told that if the plant flowers during the year then dig it up and leave it lying and then re-plant after splitting.
I have done this with my rhubarb and it worked for the three years that I tried it.

Once you've split it up and moved it don't harvest too heavily (if at all) for the first year so that it can put it's energy into getting it's roots down. After all, if I'd been sliced down the middle and split in two I reckon I'd need a few days off work to recover

We moved in here mid Nov last year and since then the rhubarb has been moved twice. It's latest position suits it the best - a bit on sun and mostly shade.
It's started telling me to call it triffid.
We have had loads of stalks/stems/fruit/veg etc which the nice lady next door but one turns into glorious pies.
Tough as old boots rhubard so go on be a dibble and shove it where you want it to go.I have not failed. I've just found 10,000 ways that won't work. Thomas A. Edison

I moved one one this year around May (totally wrong time I know) as it was in a bed with only a few inches of soil between it and the weed membrane underneath. It's been split into 6 plants dotted about. I've got a giant rhubarb growing from under a shed that I'll need to move and split this year - just got to figure out where to put them.
