It is worth hitting seed companies up for donations, the one I was helping with got quite a few free packets of seed out of some companies, which is great for starting the whole things off. They may be a little more keen if it's not just a private site only affair. You do need to have something there before people show up, so if there are a few people who are really keen, consider collecting their donations beforehand, if they're not volunteering to help. I wound up chucking in a load of my own seeds (luckily I'm a total seed hoarder).

Similar here, I was there at the start with about 30 packs of my own. Plus other organisers brought some, and a collection left over from the previous year, but we could have done with more.
