I believe the farmers cover the carrots with straw once the tops start to die down so that there are always some available to harvest fresh through the winter.

I grow mine under enviromesh and leave it on even after the carrot flies have gone so suspect that helps insulate mine but also that heavy clay soil might be more problematic
