Yes, you can, but some of the store tubers have been sprayed to prevent sprouting, so organic tubers are probably the best to try.
Once the sprouts have some leaves, you cut them out and let them root in water, rather than plant the whole tuber. Each sprout makes a 'slip' which grows into a new plant.
I tried it once, but the yield wasn't worth the effort - so never tried again. You may do better, Good Luck!
