No, its not too late at all. Carrots are a cool weather crop so youre fine to keep sowing.
There are so many different variety of carrots whech can be sown at different times of the year.

You can sow Autumn king carrot seeds until July according to the packet.

I've only just started sowing mine. My packets of Autumn King say OK till August, though I think that's starting to get a bit late, not because of the heat but because it doesn't give them much growing time.
