For the compost try your local council for green waste compost/soil improver. It's a bit coarse but usually cheap and works fine.

      Thanks mate.
I had a look at the council website and it appears the sell soil improver which i presume is the stuff they process. Its £3 per 30litres though and I need bulk.

Call them up and see if they do a bulk brice. Mine does it for £2.50 a 25kg bag, £27 a tonne or £12 a tonne if you collect it yourself. They also do discounts for allotments. Which council is it?

Personally, forget the topsoil, just increase the amount of compost.
Once all the bacteria, fungi, worms etc start on the compost--you won't need topsoil.
Save yourself the effort of digging in the compost, just spread it over the top of the ground.
As Jay-ell says, ask local council about buying compost in bulk.
Feed the soil, not the plants.

Where is it to be delivered to, central London just seems a bit odd.
Up by Cambridge is Madingly Mulch, think they are under mulch.co.uk.
They do bulk stuff, but unsure about the delivery aspect to where you have given. Have seen a number of their lorries heading down the A10 around Cheshunt.

What kind of soil do you have? Is this for plants in pots or in a garden? If I assume you're on London clay and you have a not very good existing topsoil, could you buy a one tonne bag of sharp sand from a builder's merchant, plus some bulk bags of composted green waste, if it's sold that way? Mix it all with the existing topsoil.

I sometimes buy a large vanload of tree shreddings from a local tree surgeon for £40. He needs to get rid of a surplus and it adds organic matter to the soil. I probably wouldn't use it on annual vegs. which need a huge amount of concentrated fertility. But it's good for everything else while I establish the garden, including strawberries and other fruit.

It tends to be full of small branches and leaves, more than just bark and trunk. Surely London has tree surgeons? They may have an unwanted surplus of organic matter as homeowners often ask them to shred and take away the whole tree. If you're growing trees or shrubs, it should work.
