Swarming in crazy places

I spotted photos of a swarm on a rag in a city center with nothing but concrete for a long distance in all directions.

Maybe underneath the sleeping bag is the best dark place they could find. Fingers crossed a beekeeper comes and rescues them.

I don't think bees need immediate access to a dark place for a swarm to land.
Here is a link to a photo of a swarm low down on a wall with recently refurbished mortar and no chance of a dark place.
The bees did get rounded up and re-homed.
