It's not actually illegal to move frogspawn or frogs in the UK , (though it is illegal to sell them)- it is, however, a very bad idea for the frogs; there are several diseases which are wiping out amphibians (ranavirus, chytrid fungus..) which can be spread to new populations by well-meaning people 'helping' them.
If you have too many frogs, some will hop off of their own accord- they won't hang round if there's no food, and they're too crowded
That said, I wouldn't worry about moving spawn a few yards away- I relocated a bit of frogspawn from a silly spot with no food to a pond ( containing no other tadpoles) about ten yards away this spring; the same frogs hang round both spots anyway.
