Neither would I steam in this weather. It takes a while for the heat to develop, it's part of the breaking down process of the compost/manure. Might be better mixed with straw or other bulky stuff or it could compact and go horrible.

I'd go with previous advice and mix some straw or similar material through it. This might not warm it up but as Snadger says, if you don't want it to set rock hard .........
It will however, vastly increase the rate at which the manure breaks down.
Paper, corrugated card, leaves, twigs, grass mowings, in fact any organic material. And don't get it too wet or it will take years to rot down. You are better off using it as a mulch on a fallow area of ground and leave it until spring. If it's only a few inches deep, the worms will give you a hand. As for the dalek, paint it silver and stick a couple of sink plungers in the top and use it as a scarecrow
