It's not easy being green

I'm not particularily well up on curent affairs but aren't farmers still being payed hefty set-a-side subsidies for leaving land fallow?
Would it not be better to pay them for growing bio-diesel crops to help the economy and save using fossil fuels, or is this too simplistic an approach?
