I put the holes an inch or so up the sides, not in the bottom so that they can hold a reservoir of water and don't need to be put on supports to drain.

Thats what i've done to my buckets, plus you can poke a strip of wicking fabric into the holes and stand the bucket on a tray and you have a mini self watering system handy when you go away for a few days.
