I would imagine for drainage if you put pots or modules on that have just been watered.

I have some aluminium trays that sit on the staging - they're not sealed at the corners so that water can drain away.
On pallet type staging, I use gravel trays that hold water to make watering easier.

Do you mean slats? To let light through to whatever's growing underneath. If nothing is growing underneath, you don't necessarily need slats.
I have solid aluminium staging on one side of the gh, where I do potting up, but the growing side is made of those £10 wire mesh type (blowaway) shelving
