I know its not a vegetable but I am not sure where to go for advice. The plant is 4 years old and flowers every year including this year buy since the flowers have dropped the leaves are becoming brown curly and shriveled at the ends and the new growth is dying. What could be causing it any ideas?

Hard to say without being able to look at it, if it grown up the front of the house then it could be short of water as you can get a 'rain' shadow coz so near house.
Try watering it and just before it flowers next year, water it with a potassium based fertilizer such as tomato rite.
Also when it finishs flowering i would prune it back by a third, most shrubs get lazy if u dont prune them back and u should get more flowers next year.
