leeks wilting - small grubs

Almost everyones leeks on our allotments are wilting and dying. On the bigger leeks small grubs can be found, but not visible on most. Othe allotments on the other side of towm seem unaffected. Anyone know the cause/solution. Yet another creepy to ruin crops this year!
