That's neither foxglove nor horseradish.

It's something in the daisy family. It looks rather like hawkweed of some sort, although it's rather larger than the native ones.
I'd leave it and let it flower. It should have daisy or dandelion-like flowers, only larger and probably more interesting colours. It may be worth deadheading to prevent it self-seeding, though.
