I’ve used it on plum tree & brussel sprouts,what I did was crushed two or three cloves,put them in water bottle for an hour or more if you can,five pence size blob of ecover washing up liquid helps it stick to the leaf. Use the water spray on high setting to shoot them off the leaves,when the suns gone down so they don’t burn. Wash off soap residue if there’s any. Needs reapplying in a few days but I had less aphids doing this,there was still some but it helped. Rose aphids are different to my aphids,says in this link they lay eggs on the stem & overwinter.
