Have you had a careful look on the underside just to check there aren't any tiny aphids there??
It's a bit like the bobbly effect that currants get when they are attacked by aphids. Strange that the other leaf looks so healthy next to it- I'd have thought that if it had been wind then most of the plant would have been affected."Nicos, Queen of Gooooogle" and... GYO's own Miss Marple

Could it be a leafminer of some sort?
I have a lot of them on my nasturtiums and they look like the leaves in the first picture but not the second.
If it is, you should be able to see them at the end of the trails as little dark spots.A garden is a lovesome thing, God wot! (Thomas Edward Brown)

They look to me like a variety called 'Alaska' - it's variegated and is supposed to look like that!Whoever plants a garden believes in the future.

Not at all! It's easy if you don't realise, to assume that a plant is sick when it's supposed to be pale and interesting at the edges! Now you've brought it up - everyone else will check their packets. I grew nasturtiums on my allotment last year as a pretty bed edging. They turned out to be climbing ones (hadn't read the packet has I?) and they rushed up me bean poles. If I'd have stood still long enough they'd have been up me trouser leg!Whoever plants a garden believes in the future.
